Complete Document Checklist for a Saudi Arabia Work Visa - What Gets
Missing or inconsistent documents are the top reason Indian candidates are rejected for Saudi work visas. This checklist covers every document and every attestation step.
Saudi Arabia processed over 380,000 new work visas for Indian nationals in 2024. It is one of the most active recruitment corridors in the world - and one of the most document-intensive.
The rejection rate for incomplete or incorrectly attested Indian applications runs at 18-22% at first submission. Most of these rejections are preventable. They result from specific, well-documented errors that candidates repeat year after year.
This guide tells you exactly what gets rejected and what gets you shortlisted.
Understanding the Saudi Visa Process
Phase 1 (Employer-side, Saudi Arabia): Your employer applies to MHRSD (Ministry of Human Resources) for a work permit on your behalf. This is handled entirely by the employer - you don't interact with it directly.
Phase 2 (Candidate-side, India): Once the work permit is issued, the employer (or their Indian recruiting agent) initiates your visa application. This is where your documents matter - and where most rejections occur.

The Attestation Chain: What Goes Where
This is where most candidates make errors. The chain is specific and must be followed in order:
For educational certificates
Original Certificate → State HRD Attestation → MEA Apostille → Saudi Embassy Attestation (if required)
For personal documents (police clearance)
PCC from Regional Passport Office → MEA Apostille
Do not skip steps. A certificate with MEA apostille but without state HRD attestation is rejected. Some states also have validity periods on HRD attestation - check this.
Common Rejection Reasons
| Rejection Reason | Frequency | Solution |
|---|---|---|
| Incomplete attestation chain | 34% | Follow the full chain - no shortcuts |
| Name mismatch across documents | 22% | Gazette notification to standardise name |
| Experience letter unverifiable | 16% | Ensure employer contact details work |
| GAMCA report expired | 11% | Schedule medical close to application date |
| eMigrate details don't match offer | 9% | Cross-check all contract details before submission |
| Passport validity insufficient | 8% | Renew passport if less than 12 months remain |
What Gets You Shortlisted (Beyond Clean Documents)
Pre-verified qualifications: Candidates who have completed NSDC e-verification or DataFlow get employer attention faster - the verification step is already done.
Specific, verifiable experience: Experience letters that include specific project names, equipment operated, or standards followed (ARAMCO standards, SABIC QA procedures) are more convincing than generic letters.
GAMCA-cleared and ready to travel: Employers prioritise candidates who can travel within 30 days of offer. If your GAMCA is done, say so explicitly when you apply.
